Iran enters Islamabad talks with confidence, sees US shift in stance on negotiations: Analyst

Iran enters the Islamabad talks from a position of confidence, according to Professor Zohreh Kharazmi of the University of Tehran, who argues that the very fact that negotiations are taking place represents a shift in the US position.

Speaking to Al Jazeera, she said Trump had demanded unconditional surrender as recently as March 6, but the US is now at the negotiating table.

“Iran is firm about its conditions,” Kharazmi said. “And at least some of the critical ones will be approved, maybe not in this round, but in the rounds to come.”

On the Strait of Hormuz, Kharazmi said control of the waterway remains central to Iran’s leverage and that the supreme leader has again made clear it will not be given up lightly.

She suggested Iran views the strait as a means to ensure the costs of the war are recovered.

UN chief calls on US, Iran to ‘seize diplomatic opportunity’ in Pakistan

Antonio Guterres says the talks in Pakistan offer an opportunity for “de-escalation and the prevention of a return to hostilities”, according to his spokesperson Stephane Dujarric.

Dujarric said that the UN chief’s personal envoy Jean Arnault, who is currently in Tehran, will remain “in the region to support diplomatic efforts”.

When asked by a reporter if the UN plans to send Arnault or any other representatives to Islamabad, Dujarric said: “Not specifically for these talks, but we will be kept apprised.”

EU strongly condemns Israel’s illegal plan to build 30 new settlements

The European Union says the expansion of Israeli settlements in the occupied West Bank and East Jerusalem is “illegal under international law”, noting this was confirmed by the International Court of Justice in July last year.

The continued expansion of illegal settlements “severely undermines prospects for peace and the two-state solution”, the European External Action Service’s spokesperson said in a statement.

The EU called on the Israeli government to “reverse these decisions, to abide by its obligations under international law and to protect the Palestinian population of the occupied territories”.

It also said the EU remains committed to a “comprehensive, just and lasting peace based on the two-state solution in accordance with relevant UN Security Council Resolutions where two democratic states, Israel and Palestine, live side-by-side in peace within secure and recognised borders”.

The European Union and its member states have continued to provide funding and other support to the Israeli government, despite voicing concerns about the illegality of Israel’s actions in occupied Palestine.

Trump’s Board of Peace denies reports of funding shortages

Trump’s Board of Peace has rejected a report that claimed it is running low on money.

A Reuters news agency report said that the organisation had only received a fraction of the $17bn pledged for Gaza.

In a post on X, the board said: “The Board of Peace is a lean, execution-focused organization that calls capital as needed. There are no funding constraints. To date, all funding requests have been met immediately and in full.”

The board acknowledged that “far more remains to be done”, but said that it was “working tirelessly on this effort”.

The board was formed as part of Trump’s so-called peace plan, which was agreed in October to end Israel’s genocidal war on Gaza.

Rizwan Saeed Sheikh, Pakistan’s ambassador to the US, told Al Jazeera that there was “no magic word” that brought Washington and Tehran to the talks, but rather a process requiring perseverance, patience and sustained effort from all sides.

“Each of these three points that I mentioned went into the intense diplomatic effort that took place over the past few weeks,” Sheikh said, adding that all parties approached Pakistan’s efforts with a “constructive spirit” to secure a ceasefire and schedule talks.

He added that the fact talks are taking place is a “major success on its own” and that Pakistan “stands ready to do whatever it takes” for as long as needed to secure an agreement between the US and Iran.

Is the US-Iran ceasefire already doomed?

Expectations for the upcoming talks in Pakistan are understandably modest. There is even a risk that the meeting won’t take place at all.

Yet, paradoxically, the failure of the talks may still shift the situation in a positive direction. Indeed, the true measure of the ceasefire’s success may not be whether it yields a lasting accord with Iran. It may lie instead in what it forestalls: Even in the absence of a durable deal, Washington may have found a way to avoid going back into a futile war.

Islamabad negotiations ‘really high risk’

Former US ambassador Henry S. Ensher says the high-level representation the US and Iran are sending to Islamabad raises the stakes even higher.

“This is really high-risk stuff for a bunch of reasons,” Ensher told Al Jazeera.

“Normally, the reason negotiations start at a lower level is because that gives us the opportunity then to go up to a higher level to resolve disputes. But when you’re starting at the top or near the top, there’s no place to go. If this fails, then it’s hard to see what we [the US] and the Iranians would do next.”

Ensher also said the talks are risky for the political future of Vice President Vance, who is heading the US delegation.

“If this is a failure – if all the US gets out of this is more bombing, more destruction, more economic crisis in the US, more problems with its allies – then that would be a great harm to Vance’s political future.”

Trump faces political pressure despite White House denial of influence on talks

There has been domestic political pressure on Trump over the war, even though the White House has denied that pressure played any role in his decision to accept these negotiations.

But there is no doubt that economically, the president is worried, especially with midterms approaching, and that this may be one reason Vance has been added to the negotiating team because Trump wants it to succeed.

He is facing these pressures and the prospect of an electoral bruising in the midterms, and he appears to be seeking an off-ramp, perhaps seeing Vance as the right person to help secure it.

Lebanon-Israel talks give Iran ‘good excuse to get started’ with US negotiations

Former US ambassador Henry S Ensher says the announcement of upcoming direct talks between Israel and Lebanon portends well for US-Iran negotiations as well.

“I regard the phone call between the [Lebanese and Israeli] ambassadors as good news,” Ensher told Al Jazeera.

“If the Iranians want an excuse to get started with negotiations, this would be it. Because after all, the Lebanese have now agreed to direct talks [with the Israelis], so why shouldn’t the Iranians go ahead and proceed with the Americans on the ground there in Pakistan?
